Minor Units can be built. All the cities you own can build your basic units. Some cities can build special units. However, you can’t build any unit you don’t have all the commodities for in storage at the particular city you want to build in. Fortunately, you start with enough commodities in your home city to build some things.
Double-click your home city again and this time click on one of the unit icons on the right hand side of the dialog.
I selected Dragon Riders. To build the Dragon Rider, you click the build button that magically appeared on the bottom right. You’ll see that as you use commodities, units will drop off the right hand side when you can’t build them any more. Examine the bottom of the Stack List on your home city to find your new units when you're done.
Built units are available immediately. So now that we’ve built some units, and emissaried some units, let’s pick a fight. Usually, you wouldn’t pick a fight this early in the game but what the heck.
